LASPA Targets 2027 Rollout Of Cashless On-Street Parking System Across Lagos

OLORUNDARE ENIMOLA, Lagos

The Lagos State Parking Authority (LASPA) says it is preparing to roll out a technology-driven, cashless on-street parking management system across the state next year as part of efforts to modernise parking operations, improve compliance and enhance traffic management.

Speaking at the annual media parley organised by the Lagos State Ministry of Transportation at the Marriott Hotel, Ikeja GRA, on Thursday, LASPA General Manager, Mrs. Adebisi Adelabu, said the authority had made significant progress in expanding its operations, including the opening of three district offices this year, with a fourth expected before year-end.

Adelabu said the agency had continued to evaluate its operational challenges in order to strengthen its systems and improve service delivery.

She explained that LASPA had divided metropolitan Lagos into operational zones to support the phased implementation of on-street parking management through partnerships with private sector operators.

According to her, the authority first conducted pilot projects to test the technology before embarking on a full-scale rollout, noting that organised parking management offers significant economic and traffic management benefits.

“Our objective is to operate a completely cashless parking system,” she said. “Motorists will be able to make payments through mobile payment platforms and, where applicable, directly from their mobile phone credit, eliminating cash transactions between drivers and parking attendants.”

To curb impersonation, Adelabu said every authorised LASPA parking officer carries a unique identification number displayed on their uniform, which members of the public can verify instantly through a dedicated USSD code or text message service.

She added that technology would remain central to the authority’s operations as it works with the Lagos State Residents Registration Agency and other government agencies to develop a comprehensive database for parking administration.

The LASPA boss disclosed that within the next two years, the authority aims to introduce a “Pay-by-Plate” system that will use vehicle registration numbers for parking enforcement, reducing dependence on physical parking attendants.

Under the proposed system, motorists who fail to pay parking fees will receive automated violation notices, similar to the digital enforcement model already deployed under the state’s Bus Reform Initiative.

Adelabu said pilot schemes are currently underway in selected locations to fine-tune the technology ahead of the planned statewide implementation in 2027.

She also reaffirmed the authority’s commitment to working closely with the media to educate the public and ensure the successful implementation of the new parking management framework.
