NCAA Suspends Services To Air Peace, Ibom Air, Nine Others Over Unpaid Charges

The Nigerian Civil Aviation Authority (NCAA) has directed all its directorates to suspend regulatory and administrative services to 11 domestic airlines over outstanding statutory debts owed to the agency.

The directive was contained in an internal memo dated May 22, 2026, signed by the Director of Finance and Accounts, Olufemi Odukoya, and circulated to the authority’s regional offices as well as senior officials, including the Director-General of Civil Aviation.

According to the memo, the affected airlines were placed on the NCAA’s updated “No-Pay-No-Service” list following their failure to remit statutory charges, including the five per cent Ticket Sales Charge and Cargo Sales Charge collected on behalf of the regulator.

The charges are used to fund critical aspects of aviation oversight, including safety regulation, personnel training and economic monitoring within the industry.

The airlines affected by the directive are Air Peace Limited, Ibom Air Limited, Arik Air Limited, United Nigeria Airlines, Umza Air, NG Eagle, Max Air Limited, Caverton Helicopters, Overland Airways, Rano Air and ValueJet.

The memo stated that no NCAA directorate should provide any form of service to the listed operators without obtaining financial clearance from the Directorate of Finance and Accounts.

“The DGCA has directed that no directorate should render any service to the above airlines without financial clearance from the Director of Finance and Accounts,” the memo read.

The development could lead to disruptions in regulatory support services for the affected carriers, raising concerns about possible operational delays and wider implications for Nigeria’s aviation industry if the debts remain unresolved.

Industry stakeholders say the enforcement action underscores the NCAA’s renewed efforts to ensure compliance with financial obligations among domestic operators.
