Lagos Approves Mining Sites For Hitech On Coastal Highway Project
The Lagos State Government has approved designated mining sites for Hitech Construction Company to support ongoing construction of the Lagos-Calabar Coastal Highway project.
The disclosure was made during the 2026 Ministerial Press Briefing of the Lagos State Ministry of Energy and Mineral Resources held in Alausa, where the Commissioner for Energy and Mineral Resources, Biodun Ogunleye, presented the ministry’s achievements over the past year.
According to the commissioner, the approved mining locations are situated within the Ilamija, Kajola, Orimedu and Akodo corridors and are expected to provide construction materials required for the highway project.
Ogunleye said the approvals were granted to accelerate infrastructure delivery and ensure a steady supply of materials for the Lagos-Calabar Coastal Road, which is being executed by Hitech under an Engineering, Procurement, Construction and Financing (EPC+F) arrangement.
He explained that the ministry is currently monitoring 20 mineral resource sites across the state, comprising 13 active and seven inactive sites located within Ikorodu, Epe/Ibeju-Lekki/Ajah and Badagry areas.
The commissioner also disclosed that the state had deployed 141 approved revenue consultants to strengthen compliance and oversight in the mining sector.
As part of environmental management efforts, the ministry said it partnered with the Lagos Waste Management Authority to deploy specialised corridor sweepers, known as “Highway Doctors,” along the Ajah/Ibeju-Lekki/Epe corridor to address sand spillages linked to mining and construction activities.
Beyond the mining approvals, the ministry revealed that it is facilitating Right of Way for the Lekki-Epe Integrated Energy Corridor project. The initiative includes a 132kV transmission line connecting Ajah, Eleko Junction and Alaro City, alongside a parallel gas pipeline aimed at improving industrial power supply within the axis.
The ministry further announced the deployment of four marine filling stations under the Waterways Energy Solutions programme to provide alternative fuels for ferry terminals operated by the Lagos State Waterways Authority.
In the power sector, the ministry approved 14 licences and permits covering off-grid and embedded generation, independent distribution, metering and mini-grid projects. These include Axxela’s 5.8MW facility at Cadbury Nigeria Plc and a 9MW embedded generation project by Isolo Power Gen Limited.
Additional approvals were granted to New Hampshire Capital, GossLink Engineering and Enaro Energy Mini-Grid Limited for metering and mini-grid services.
The Lagos-Calabar Coastal Highway, a flagship federal infrastructure project, is designed to connect Nigeria’s coastal states through a highway network spanning more than 750 kilometres.
Construction commenced in March 2024, while the first Lagos section was commissioned in May 2025. Minister of Works, David Umahi, recently stated that work is ongoing across Lagos, Cross River and Akwa Ibom states.
According to official figures, Section I of the project in Lagos was awarded at N1.068 trillion, Section II at N1.6 trillion, while Sections IIIA and IIIB were jointly procured at N1.33 trillion.
The project has also secured international financing support, including a $100 million allocation under a $266.7 million facility from the ECOWAS Bank for Investment and Development. Another $100 million facility was approved in July 2025 for a 47.7-kilometre Lagos segment of the highway.
The total estimated cost of the Lagos-Calabar Coastal Highway is put at about N15 trillion.
