Navy, NIWA Strengthen Partnership To Improve Waterway Safety

The Nigerian Navy and the National Inland Waterways Authority have reaffirmed their commitment to safer waterways through a partnership aimed at strengthening marine safety standards and reducing accidents across riverine communities in the Niger Delta.

The renewed collaboration was highlighted during a two-day Boat Safety, Security and Risk Management Training organised by the Foundation for Partnership Initiatives in the Niger Delta in Warri, Delta State, for boat operators and jetty personnel from Delta, Bayelsa and Ondo states.

In a statement on Thursday by PIND, the training brought together marine operators, safety officials and development stakeholders to address growing concerns over safety risks associated with water transportation in remote riverine communities.

Speaking at the event on behalf of the PIND Executive Director, Sam Ogbemi Daibo, the organisation’s Security Manager, Col. Abdulfatai Mohammed (retd.), said the initiative was designed to improve safety awareness and strengthen operational standards among boat operators.

“This intervention is about protecting lives — both for those who work on the waterways and the communities we serve. By strengthening the skills, awareness and accountability of boat operators, we are addressing one of the most critical risk points in riverine operations,” Mohammed said.

He noted that as development activities continue to expand across difficult-to-access communities, marine transportation has become increasingly important for reaching vulnerable populations.

According to him, the training represents a proactive approach to addressing safety challenges by equipping operators with practical knowledge in emergency response, navigation safety, maritime security awareness and incident reporting.

Facilitators from the Nigerian Navy and NIWA led technical sessions, practical demonstrations and simulation exercises aligned with national maritime safety standards.

Also speaking, the Base Administrative Officer, Nigerian Navy Ship, Commander Samuel Ateru, described the programme as timely, stressing that improved safety compliance among operators would significantly reduce avoidable incidents on inland waterways.

“Safety on the waterways is a shared responsibility. Trainings like this strengthen preparedness, improve operational discipline and support safer navigation across riverine communities,” the naval officer said.

Also speaking, the Area Manager of NIWA, Engr. Rufus Ogbonlato underscored the importance of regular training and professional conduct among marine transport operators.

“Regular training and adherence to safety procedures are essential to reducing marine accidents. We commend PIND for creating a platform that promotes professionalism and responsible marine transport operations,” Ogbonlato stated.

PIND said the initiative forms part of broader efforts to improve operational safety and strengthen the duty of care across waterways frequently used by development actors and local communities in the Niger Delta.

The organisation added that it would continue to engage operators through follow-up monitoring and compliance measures to ensure that safety standards are sustained beyond the training programme.
